The task of eliminating consequences of beyond the project emergency situations at industrial enterprises which result in the discharge of harmful substances into waste water is important. The laser complex detects in real time the clot of harmful substances and sends them for utilization. To identify the emergency discharge in the form of the clot of harmful substances it is proposed to use the relative description of digital signals in the form of the matrix homomorphic etalon of relations on the lattice function components reflecting the digital signal of the laser sounding of the heterogeneous liquid medium. This is extremely important for enterprises located near natural reservoirs.
